Hard plates are a size and shape based on the US ground troops ceramic plate back during the Vietnam war, much longer and wider than SAPIs (though cut aggressively around the shoulders). Firstly, the soft armour and the hard plates are proprietary, you're not going to find any of that in the US unless you pay to have them custom made.
